Put it in program files just to move it around, just in case it helped. Just trying random shit to get this game to work.
Program Files is a protected section of your computer which you shouldn't just drop folders/files into unless you've setup your administrative permissions on the files/folders while there, have you tried right clicking then running as administrator? If not then do so, if that doesn't work then you should check the folder's permissions by right clicking then going to Properties > Security

Full permissions and ran as administrator. Still got the same error. Its like it can play the sound once but not repeat it.

Have you tried to run the game in any folder other than one in the root of C:/?

RPGMaker games tend to malfunction when they're:
1) Inside a folder that requires Admin. Rights
2) The folder they're located inside of contains any special characters like ""#$%&" in the title
3) Both at the same time

So move that folder to another side BESIDES anything inside the root of C:, say, Desktop, the Downloads folder, etc. Literally any other place than in C:/ or Program Folders.

Also, if the problem persist, either the file extraction was faulty OR (although rare) the default language of your keyboard/OS is messing it up.

Still same error. So it must be something unique to my setup. Thank you for the help. Time to tinker til I get bored or solve the problem.
