In any decently developed modern society, as they are not blood-related, this would be considered as a normal relationship, not incest but... puritan zealots have the last word in a number of countries around the globe and they are making the rules.

For the other 16 year olds there are parental figures who can step in if it's a dangerous relationship. But if it's the stepparent doing it, they ARE the parental figure, so there is no one to step in if it's dangerous. So they created a law that makes it incest.
