If this rule applies, then General practitioner should have been tagged years ago, still isn't, this game should have been tagged months ago, still isn't, also Double homework should have been tagged about two years before it finally was. I'm pretty sure there're more. As someone who's almost only interested in completed games with a few exceptions (I think there're many players like me) this is quite annoying for multiple reasons:
1. The tag does not mean what it should mean. If dev's word is enough then anybody could say an abandoned game is completed because dev doesn't want to work on it anymore. Games with missing endings, completely unfinished routes are not completed in reality. DLCs are totally different things but usually existing storylines get a closure and a DLC adds new story to a game. Maybe I didn't play enough games so I'm wrong here but for AC Valhalla or Odyssey the DLCs didn't even mention a word about characters which were involved in serious decisions in the main game because then devs should have created multiple storylines for each outcome and simply didn't want to. You can add as many DLCs as you want to a completed game but if you don't the game still should feel completed. But this is the smaller problem, users here could get used to a special F95 definiton for the word "complete", if here it means whatever the dev says then so be it, if we see the tag we still could dig deeper and confirm whether a game is really completed or important parts are still missing or would feel more abandoned than completed because every second information tab ingame says "Wait for future updates". There're a lot of "completed" games like this...
2. This is the much bigger problem, completed games aren't tagged. Even games which are really completed not just meet this site's requirements for the tag. Double homework was one actually finished game with no planned DLCs, dev (Palmer) even passed away and it wasn't tagged for years. General practitioner's storyline was really done and only DLCs came out later, still not tagged now, even though dev started to work on General practitioner 2 so I don't really think they will release more DLCs for the 1st game. They did until they worked on totally different games like Yomi alliance.
I like to supprt devs if they're good so I'm buying games on Steam. I'm not a very trusting person though, I don't like unfinished stories even hate series with a few exceptions and if I watch one I almost never watch it until at least one full season is out, usually more. If a game isn't tagged then I won't buy it, again there're a few exceptions but sometimes those exceptions are a huge disappointment...
Either make the rule more specific, e.g. if the latest version must be on this site to use the tag or simply apply it in a consistent way and tag this one along with many others too!
