You need to rescue Zahra with Rio and have your apprentice deal with the gang I think. If not that then it might be tied to Rio being a girlfriend. I might have seen this after using the purple light too but unsure.

I know you can talk to Chang about what you find in the bunker, and that you can use an Orange light on her afterwards. That might be what you need to do.
She has to know you can use the lights and you gotta do the bunker. Then that will open up a few more options.
