You buy and upgrade property by talking to Jessica while she's at her office, weekday afternoons. When the original owner is wiling to sell.

You have to pgress Annie's storyline till you can offer to buy it from annie then go to jessica's office in the afternoon on a weekday and ask her to show you property listings

Unfortunately not, no - saves can't be transferred between different OS's. Sorry!

The girl Exploration events require unique Powers that players don't have access to yet, but I'm working on it so expect them to appear sooner rather than later
