Have you downoaded the v1.85 bugfix? That should cure the looping problem for mrs simpson.

She is enslaved, but not through Utopia. That requires her family, so hopefully next update.

You cannot get her to join in Utopia, but if you enslave Mrs. Simpson first, it should unlock.
