God, it makes sense but two of you made me realize that a loli Cait would just enforce the fact that Savin actually came up with a really fucked up backstory for her, and actually just created probably the worst character motivation ever.

Dunno why, but I kinda want to play a devil advocate here, mostly because I think it invites interesting narrative and writing discussions.
Do we know if Cait's entire character and personality were written with her full backstory already cemented in stone? Naturally, I am sure Savin HAD some ideas about who she is, where she is from e.t.c, but I also can't help to see it as maybe just another example of "story complexity creep".
You need a basic porn game companion - alright, here is a pink cat girl healslut who will instantly let you fuck her with no issues. Simple? Check. Hot? Check. Allows to get to the meat of the game as fast as possible? Check. Cait could be his OC, but I don't think it's a bad thing. Some of my favorite characters are just edgy OCs some writers created when there were 14 and polished when they were in their twenties. If she was a great character, we wouldn't even bring up her status as an OC on the table.
I don't think Savin is intentionally trying to create someone bad and unenjoyable, it's not healthy to think that he isn't actually trying to do something decent that the players will enjoy (not to say that there isn't a group of people he probably enjoys to anger). And in the attempt of making Cait a better, more fleshed out character, he tried to give her a logical backstory that would explain why a heal slut like character would exist in a more or less grounded world. So, naturally, making sex part of her nation's culture and region is the simplest answer that isn't as basic as "she just loves sex!". Now, from this point, I see several possible versions of events:
1) Savin didn't think too much about every implication of his writing, resulting in Cait being groomed from birth into becoming Cait the Catgirl The Pro-Breeder.
2) Savin understood the implication of his writing, but felt like it was it helped the world to be more dark and dirty and most players won't think it's too much of an issue because it fits with the tone.
3) Savin understood the implication of his writing, but felt like this level of horny porn logic is normal for a game like CoC2 and players won't question it just like how they don't question almost every character being okay with MC fucking them 5 seconds after meeting.
I'd rather put the blame on bad writing than Savin's personal fetish leaking into the project, to be honest. CoC2 already suffers from lack of player agency and the inability to call out some NPCs on their bullshit. Not having a way to tell Cait how fucked up her cult is just another egg to add to the bucket.
I just think it's probably more reasonable to say "Savin just put a sex cult in the game that involved children and fucked up the part where it's supposed to be a bad thing" instead of implying that "Savin's biggest fantasy is a sex cult involving children being groomed, that he then wants unleash upon the world for them to fuck everyone around". That being said, I don't remember THAT much of the game, so if there are other proofs Savin just has... weird fucked up fantasies he tries to justify and paint in a good light in CoC2, then go ahead and tell me about them, I just want to give the man some benefit of the doubt out of... some unknown good will, I don't know.

There are such phrase as 'cut the losses' which means 'to stop an activity, business, etc., that is failing in order to prevent more losses or damage'. And I must say not a lot of people knows how or when to do so. Hell, even the most powerful people most of the times is dumb as fuck in this field, but thats politics, so lets just not...
I mean, yes, its pretty hard to say 'well, shit, I wasted so much time/money/resources in general on X but it turned out to be complete shit...I should drop it now to prevent further losses' (good way to finish it would be 'and start it all over from the scratch, knowing full well all potential problems now')
What I mean is, savin fucked cait, figuratively, but refuses to fix her because it would mean that he should drop some content of her which is AAAAAAAAAAAAAAAAAAA.....SHES A REASONABLE CHARACTER WITH NO DUMB ARKS WHATSOEVER, EVERYTHING IS FINE, NOTHING IS ON FIRE!!!!

I mean, it would makes sense assuming Savin understands the problems with Cait, which is not something we can say for sure. I do wonder - if someone were to bring up to Savin the fact that he legit made a slut who's lore is that she was trained to become one since childhood in the religion/cult that promotes it, how would he react? Defend it, by saying it's a dark setting and fucked up areas have a place to exist? Or would he suddenly enter "Oh shit" moment by connecting the dots of his own story and then silently altering the dialogues in the game hoping nobody would notice? Maybe he would try to back peddle, saying how Cait actually only started training after being adult and she wasn't forced/educated that this is how catfolk should act since childhood?
Frankly speaking, I am just curious about what he was thinking when writing it. I am sure that writing this type of content for a freaking porn game with corruption in the title doesn't mean he supports those views IRL - it's just fiction and a weird freaking disconnect between Lawful Good players being unable to do or say anything how fucked up Cait's upbringing is and the game skimming through it, which is purely the problem of the writing and gameplay.

From what I gather, Cait said XD lmao and decided she had too much wanderlust to follow family tradition. The problem is, this doesn't add up, because it says she left around the time they wanted her to be some kind of sex priestess, but she had been in that environment for years. Which means at best it's inconsistent dogshit writing, at worst, she was trained until an age where her parents would basically give her away to be forcibly impregnated repeatedly, as big tit cat ladies are supposed to be the most desired girls.
So Savin either can't even keep his own story straight, which is terrible for a text game with some kind of lore, or Cait had that OC mentality where she's that "I can do better than this" sort of character and goes off on her own... only to then spread her legs for everyone who asks. I'm sorry, was she supposed to be finding a higher purpose or did she think the locale was just stale and maybe wanted to see how fucking in the snow felt?
