I recall Savin and Tobs made some really snarky comments that it was never going to happen, with Tobs throwing around big words as usual to try and sound deep, and their sycophants praising them for the decision.
The reason, while not stated directly by any of the writer/developers, could be because soon even only vagina wielding PCs will be able access Kiyokos content.
You see, lets pretend non of you know anything what I am about to write, Kiyoko is stuck in some kind of dream dimension since she is lacking a real body in our world. So she requires us to provide her some Chi, an energy related to physical presence, so that she could get a new one. And one of easier ways to get Chi is by having sexual intercorse, even if it is not only way of going about it. But game never specified what other options are, but we know that they exist by talking to Kinu.
But onto the sexy stuff. If you had sex as, lets say, PC with vagina only, you would know that Chi can be transfered to a kitsune with any intiment sexual act. Even if you and your partner only had viginas and you both lacked substitute for a dick, you could still transfer chi to them. You get an in game debuff and all, so this is not me talking out of my ass.
