I must say one thing as a designer of small 2d games at Unity: You always draw the whole game binding it with plot and only when you paint everything. Also, don't forget about "animation". Btw, I admit that this developer has only sketches as you can see thanks to

Very nice, too bad the prequel isn't as well translated because the dialogue in the animated scenes is only in Japanese, probably since it's not in text form. Could anybody ever pick that up again and eventually make a full tranlsation? Would be great.

Looks like all the wanted positions are finished, and the lining and coloring is in progress. Given the time to color it all, draw addition stuff, and finally animate it all, it will take a year at minimum, I would even argue 2 years from now on.
