Why would you need a save for the very beginning of chapter 3?

Saves don't carry over to Chapter 3, it just asks you how many points you have in some categories and who you are seeing etc. So you can either write your points up from the Chapter 2 and then dial them in, or you can just put whatever points you feel like.
