So I failed The Homeless investigation the first time (on purpose, figuring it would give me one more random event). It's the one with the homeless sewer people where you need to clear out a building for them by defeating Thomas and Dan Pitcairn.
The first time you talk to the gangleader you're transported to a closed off part of the slums. Now after failing, there's no way of getting the gangleader to send me back so I can't complete the mission.
How do you get back there?

Just wait at your desk. Check back there regularly after doing police investigations. I think I got it after doing the second robbery event so that's probably why you haven't seen it yet.
