If you ask about delays, he'll tell you he's learning tools, adding motion capture, this quiets his supporters so they don't bother him, while he's working on legacy DF and all the "fancy" stuff is ending up in DFX.
People don't care about DFX. He lost a fuckton of supporters when he released DFX. But he did restart work on actual DF so now he's regaining followers.
If he just ignored DFX altogether, he would have made progress on DF much faster. I figure it's his goal to simply buy him enough time to extend the development of DF as much as he can.

The only reason why they're acting against creators in hiatus is because of customers who request a refund for the months without any update. And if those subscribers don't get a refund from Patreon, they will attempt to get chargeback from their credit card issuer.
