In Ch4, is there a way to open up another dialog with Hel regarding teaching me about Alexa because the only option for me is "Im not interested"
Is it even possible to completely start an affair with Jorgen, or is it something in between?

So basically I'm asking for help now because I can't find a way to get to the Fusion room. There is a platform that needs to be secured with steel and I guess the Fusion room must be up there. But I can't find any steel. Can somebody help me please ?

It's difficult to say where it will end up as we're just at chapter 4 of 9, but Jorgen is fully a Love Interest so I'm sure you can get the same level of romance with him as with the other 8 (not to mention that there are 3 endings for each LI)

If I remember correctly you can make steel (and other stuff) in the place where you rest

She would've give you the option to learn/improve and Alf skill, but only if you didn't get a Valkyrie or Sidr point from Hildr, which I'm guessing you did.
Hi guys, how do you advance the lobbying quest after finishing the Power Core quest? I'm stuck at only 1 person - the one I picked to escort me with the power core - and have been unable to push past it despite talking to all the captains day after day. All sidequest have been finished as well and tokens have been given to depots.
Is there a time limit that needs to be passed for the chapter to progress like the beginning of Chapter 2 and Chapter 3?

To get the support from the 3 factions for "Lobbying" you have to complete Tunnel Vision, Power Hungry and Ancient Strategy.
The limit in CH4 is not based on number of days, but eventually the food upkeep will become higher than the amount of food you can collect and you'll get a game over if you don't have enough when the day ends.
How do I trigger the Ancient Strategy and Tunnel Vision Quest? I finished the Power Hungry and got the first support, but not the other two.

You probably haven't triggered enough scenes from the respective guys.
For Ancient strategy you need to have seen Jorgen's scene at the boat, Anders's scene at the beach(artisan area) and Jostein's nap scene at the stables. It's triggered at the lodging.
Tunnel vision needs Erland's scene about expanding the garage, Henrik's scene when you click on the spot where you rent rooms at the core and must have completed Ralf's quest about finding a place to live. You should get it by speaking to Ralf.

I seriously don't know what to do at Chapter 4. So far, I've only done two side quests, defectors and manhunt, before game over, and everyone in the game is being a dickhead about passes and tasks. What am I supposed to be doing here?

First thing you need to do at the start of chapter four is to find Jorgen at the field market, then Kirkk at the industry(he's down by some pipes) and Henrik at the underground council. Talk to those three first and obtain your passes, then proceed with any other quests. But do so only when you energy is 1. use your full energy to gather resources and donate tokens at the banks.
