How to get the keys from the janitor?, I know it's by checking the cleaning cart but he'll figure it out, I'm stuck on it.
Go to his little room, open the drawer and grab the pills, then talk to him again.
I found that awhile ago, but all it says is, "What use would he have for this?" so I figured it was a different spray can. What next?

It's the right one, but has no use until you confront the culprit.
Sorry, I gave you the wrong advice - you'll need to find him playing on his phone and then interact with his cart.
