So I looked into the situation, for some reason when i hunt the event with debug on it says
This is weird because I didn't ban anything the event might be broken or I messed something up, hunt the event with debug mode on and see what it says, Considering the follow-up event "Lost souls" is in the Warehouse District so I'm pretty sure the event takes place there

It might be being reworked or something the continuation was added in January, so its not impossible, or he might've accidentally deactivated it

Center of Attention: A new feat has been added to the available fun feats, allowing your character to be the center of attention for the library/bunker npcs. With this, they won't turn their attentions to each other anymore, but give you all the attention you deserve. [Wahn]

Feats: The screen for selecting new feats has been adapted, showing you the description of each feat without you having to select it first. [Wahn]
Hercules - Artwork: The former mannequin you can find in the warehouse district and bring home in the library has been posed to take some great pictures of him, giving nice content for the graphics sidebar as you check him out. [Wahn]
Kal' Ren: Winning Route: Anal(With knot-hanging), Oral, Riding(with extreme french kiss) rimming(player on the giving end), Allowing Kal' Ren to use your cock as a dildo. To access the first three scenes, use his first talk option after winning against him and seeing his apology. To see the rimming scene, use the second talk option. Ryousei - Artwork: After a lengthy time in the laundry, Ryousei's kimono is nice and presentable again. The proud tiger will be wearing it in most scenes from now on, with his fundoshi pictures only being shown in appropriate moments. [Wahn]
Sascha - Artwork: To go with the new event to introduce Sascha, there's neat artwork too. You'll see just how much the wild kitty wants to show off as you advance through his event. [Wahn]
Sascha: This pretty kitty boy wants you to come on an adventure with him! Featuring a few different scenes if you express interest in him and don't decline his advances. There may be more to him than meets the eye! Those interested in a nonsexual relationship should say so from the start. [Voidsnaps]
Samson: The male alter ego of Susan the deer has gotten some shiny new artwork to show off his horns in. [Wahn]
Sunbathing Gator: He's letting it all hang out, and if you ask nicely, he might let you play with it. [Voidsnaps]
Urik - Artwork: Urik is getting an update with high quality artwork, in various costumes too. This includes facial expressions, with him now being able to show what he thinks of various situations. [Wahn]
Werewolf Brute - Artwork: The werewolf brute has received a whole new artwork set to better illustrate his true looks! Bigger, cockier and, most importantly, brutish! [Gherod]
Bug Fixes
Ancient Tome: The code for using the tome has been almost completely rebuilt, hopefully allowing for a smoother interaction with it. It'll also take much less time for the player to be able to read the book. Be sure to read the entries for creatures you want to interact with first, as this enables the options of summoning them later (after an initial event that will fire within the next day or two after reading the entries).
Bad Alexandra: From now on, she'll only give snarky welcome messages to Hercules and Korvin if she's actually in her bad girl state.
Blanche & Family: They will actually move to the library now, even if there is no other NPC to greet them.
City Map Feat: This feat has been moved over to the "pracitcal" feats available from Dr. Matt, since it didn't really fit into the body focused "fun feats" list.
Demon Fox Fur: The drop item of Kal' Ren should be infective now.
Ewe: Now reduces libido during sex.
Exploration: To avoid possible confusion, the travel rooms into various zones have been adjusted to also belong to that zone's exploration area. (So you'll for example be able to explore/hunt in the beach area without having to walk down to the sand first from the plaza. Same for the Red Light District and others.)
Frozen Yogurt: You should now be able to progress through the event properly when using a sledgehammer as a tool.
Fruit Bat: Code updated to newer standard. (Nothing visible.)
Inflatable Snake: The bound state with the snake should no longer generate negative sanity losses for players with the "Strong Psyche" feat.
J'reth: You'll now actually have less peaches if you give him some.
Menu Format: Some older characters, which had a previous version of the more current menus (arrow keys + enter to select vs number choosing) have been updated to the new format. (Felix, Andre, Thought Eater, Nadia, Horse-Hung Nerd, Val, Sonya)
Mutants: Destabilizing Mutants and the like are no longer infective.
Richard: The right (human) artwork will now be showing if you have sex with him before he transforms into a satyr. Note that there is currently no separate scene set for his human form, so currently you'll see satyr scene text in any case.
Sonny: An option to take Sonny to Leon should now be selectable in his menu.
Sterility: The mechanics of impregnating various NPC and random enemies have been refined, negating impregnations by sterile player characters.
Urik: Giving him orc cum will now actually remove the bottle from your inventory.
Urik's Introduction: Fixed a small code error in Chris greeting Urik, so it doesn't rip open a runtime error anymore.
Yinglets: Can now impregnate the player.
Zigor: He should now be able to give you leather wolf babies.
I assume it's a bug. Because that would be really really weird as you can simply download the code and look offline for anything anyway.

so its been quite awhile since ive played and I recently downloaded it again
being as the wiki sucks ass I have two questions
wasnt there some sort of dom ice fox girl in some ice cave? (dont remember if it was this game)
is there any total top dom herm/futa/shemale npcs (not encounters)
ive went through the Wiki (herm) and done most of those, but the only real Dom top was Hadiya unless I missed some
is there any top npcs with addiction mechanic similar to Ardia from TiTs, or some subtle control similar to Evergreen from CoC2?

There was a dom ice fox, and she also falls into the category in your second question as (at least as far as I can remember) she doesn't have any content for her bottoming/subbing. Beyond her, there's Stella, a herm dalmation that you can meet in the red light district, in the event "Eager Dal," a herm pink fox named Cherry that you can meet in the High Rise District in the event "Pink Furred Scavenger," a herm latex hyena named Natalie who isn't really a true NPC and only has two scenes, but she falls into the criteria so I'm mentioning her, and of course there's Hadiya who you've already mentioned.

It just prevents there being sex scenes between NPCs, as requested by a commissioner.

You should clarify it in the feat description.
It's more of a "filter" rather than a "feat".
As it delete a big chunk of contents for anyone who like / don't mind NPC X NPC scenes.
I thought it enables different scenarios, not just prevent you see any NPC X NPC scenes.

The majority of active writers have a heavy preference for male content, sorry. There are a few of us that happily do non-male content, but it shows in what gets released. Hopefully I'll get more writing done this month.
