Well v2.33 did not fix the issue for me. If I go into the city while Elulu is wet then I get two different errors.
Nothing unusual will happen if she is dry but the event does not seem to trigger and the stage will not progress.

Oh, man. I haven't tested it yet, but I'll keep an eye in case he releases another patch. But I wouldn't hold my breath =/
