Hmm when i talk with Zu Li after traveling to the Water Tribe she only ask me to get back to Republic CityJinora drugs her father with a murky looking drink, then when he's woozy as all hell, puts a box on her own head and jumps on his dick.

No. It came with the update that forced you to stay at the water tribe for a while. Either the previous one, or the one before it.
