At some point, towards the ending, she comes to you and say: "We need to talk."

The outcome of that conversation is one of 3 different endings, and it is based on how many points you have with her ("Final Points"), which are built through events and choices, so maybe something you did in January added or subtracted points there.
If you wish to "cheat" the game into giving you the "sex ending" (ending #3), you'll have to access the console when this conversation happens and type:
$ siscug_final_points = 16 (or an higher value)
PLEASE NOTE! You can only access "Ending #3" if Claudia is your girlfriend OR if she is neither your girlfriend NOR your friend. A friendly relationship, where you are brother and sister and nothing more, won't unlock ending #3 regardless of points.
So make sure the following variables are also set like this:
$ siscug_gf = True (or False)
$ siscug_friends = False
Why all this mess? Because I want players to play the game as they wish, and get the consequences of their choices, and not to adapt the game to give fanservice regardless of them. Everyone will get the ending they "deserve" based on their choices, and Claudia's romance is the most pursued by players, but also the most difficult to complete sexually. Because... well, I somehow think that incestual relationships are not like porn games where everybody is just eager to fuck their sibling, and I believe it's VERY hard to achieve that and win over embarrassment, guilt and social pressure.
I hope people will appreciate this, even though it's not a game where you spend 40 hours out of 60 fucking your sister/cousin

Looks like you need to be either on the Aaron/Vanessa paths to gain the ability to purchase a car. That seems like an unecessary restriction.
It's very unlikely I'll do a game like that. I don't like the power dynamic in those relationships, to be honest. So I'll leave that kink to other devs.
