Just the general tip of work on other quests if the one you're looking at doesn't seem to have a next step. Most content in this game is locked behind other content, often in unrelated quests.

Ah, that's the end already? Could be more obvious. The steps in "New world order" all contained a "in progress" label though. I may have to re-do that one.
Yeah but when I did those, they were "in progress". IIRC all other quests had like a percentage and stuff but I don't remeber "in progress".
Anyway, it really wasn't obvious to me, that this is the end as for now.
