You have to go into the options and turn cheating on.

Sorry for what may be a stupid question regarding patches, but I see the only 0.28 versions shown in the changelog are 0.28 and 0.28.1. My last download was 0.28fix dated 07/09/18, & I'm not sure if this is same as 0.28.1, or preceded it? In other words do I just need to download patch 0.28.1 to 0.29 to update to the latest version, or do I first need patch 0.28.0 to 0.28.1?

0.28fix refers to version 0.28. further 0.28.1 further 0.29 (you need to know the math)
