you have to fuck the fencer girl until she is hungry for your dick and can't handle being un-pregnant. That takes a long time. Once you make her cockcrazy then when you go to the pool to work a random encounter will happen which has the two of them talking to each other. Once that happens you have to go back to the school gym to talk to the big sister. This will give you an easy quest that basically takes 2-3 days to set up a fake medical check at the hospital where you can unlock the little sister. She is expensive and requires sex lube for sex.
