That's the definition F95 is using, I think it applies to harems. Like all our girls are allowing us to have sex with the other girls, and we're allowing our girls to play with each other.

It technically falls under the tags definition yes, but most people don't really consider other girls being involved as "swinging".
On this site the tag is pretty much exclusively used for if there is sharing with another men.

Not trying to argue if that's the way it should be or not, but if the game is tagged just because of that it's going to give a lot of people the wrong impression of the game. Both from people who hate and want swinging content.
