I understand your point here, but it is important to note that 90% is not a clear enough metric. Are we talking about 90% of the image quality, of the writing, of the effort put into reducing file size?Getting a creative work to 90% is usually good enough and sets a healthy cap on the obsessive perfection creators can struggle with.
I would be perfectly happy with 90% of the frames in the animations personally, but I appreciate the time taken to get the writing as good as it possibly can be - I am sure there are people who like porn games to focus on the animation quality over writing instead. I don't care about file size, as long as there is a download link I don't have to subscribe to in order to download files of the size posted - but 90% effort on the file size could be the difference between people being able to download or not. I don't want to be in the 10% of people that would be acceptable to have not able to play the game.
I think it is safe to say, no one wants the dev to get through 90% of the content of a chapter and then stop because it is good enough. As everyone else probably is, I am fine with the dev dropping 10% of the kinks that are not my cup of tea, but would not be happy to see the 10% I am most into cut.
Plus the amount of content is an arbitrary number in the first place, so 10% cut gives you a new 100% to cut from - where do you stop cutting? We don't actually get to see the bits the dev wanted to include but didn't.
90% is not one thing, where the dev can just be like ok, got there and it is good enough. It is a series of small decisions that constantly require them to compromise on what they want to do. Some people are good at prioritizing which decisions can be a compromise and which cannot, and some are not - personally I would rather wait a bit longer for the game then have someone who chooses things that are important to me, like writing, as their compromise spot.
