The whole reorganization is just an excuse to spend more time doing something that was supposed to be "ready." The guy wants to continue with the "act" that something was done.
It is based on the game, but it is not part of the game, it is a special that has no relation to the game itself; Because it doesn't add to or affect chapter one, or the characters, it doesn't modify the story or anything, so it's part of the game?
