From what I remember about that period of time, it was actually credit card companies that pressured paypal into behaving that way. Not really defending paypal, it just plopped into my head when I read your statement. Which is still technically true, I guess.PayPal is the source of the incest ban, actually. Games like Dating My Daughter used to be huge on Patreon until PayPal told them they'd drop Patreon if they didn't ban certain things they found objectionable.
Fun fact, American Express is owned by mormons, which is apparently the reason why you can't really use it to pay for porn, at all. They don't like that. Also, I wonder if other CC companies were influenced by religion or if it was a law-based ban on fictional incest. Disclaimer: I might be completely wrong about all of the above.
