It's in the department store that's inside of the Mini-Market. It hidden in the back or the basement or something and scenes with the sex shop will automatically trigger when you go in the department store (not the abandoned department store).

Go to the main map page. Click on "Criminal District" which is on the far right. Then click on "abandoned bordello" which is to the right of Jennifer's House. The Carl event triggered at night instead of evening for me.
