On IS1 Quest#8 Mother Part 1, i cant seems to start the quest she told me "Go take care of your matters" while the Walkthrough told me to clean backwards. cant really progress, can anyone help me?

Yes, yes he is. He's less rapey in IS2 than IS1. MILF's Control is super rapey (mind control), but ICSTOR backs away from that in his other games.

Did you read the part in the OP about putting the game into a folder with just ASCII characters?

If that doesn't help, can you post the error? "I get an error" is not enough to diagnose the problem.

Did you apply the patch from the OP? Make sure the version says 0.6.9 in the lower-right on startup.

You'll need to load a save from before the jail, though.
