Because I have no idea how to improve it besides rolling back to a waaay earlier Renpy version, like 2020 or something.
Personally I had an even worse setup when I started this game, up until v0.5, and it ran okay. Can't test it now on my old PC, no longer have it...
I might try and find a different (old) Renpy version and recompile the game in it, but not today.
edit: wait, no, mine was slightly better I think. I had:
- Intel i5 3450 (better, right?)
- GeForce GTX 760 (this was fucking old but 1050 is far from top tier as well)
- 16 Gigs of ram (more than you have)
- SSD
- Win7 (eh?)

Okay, so. I hope you won't disappear. Because I wasn't really trying to solve this before for the reason that people complain and then never respond to me trying to troubleshoot this.
The game loads the video card up to 10%, about the same as the video player. Although there is an integrated video card, it is not used by the system.Yeah, mine looks kinda like this overall (13-15% load):

The fans are spinning pretty hard, and my 4080 is 25% loaded, which is kinda a lot for a simple engine like Renpy. Playing these videos from a video player is much easier for the system - 5% CPU, 8% GPU; compared to 1% CPU 0% GPU for an idle system.
I'll try to find on older Renpy version and see how that goes.
I also haveYou must be registered to see the linksthing bookmarked as a possible problem solver. At the bottom there, see if the game is running on a discrete video card instead of an integrated one. (not sure if your i3 even has an integrated one)
