Funny you mention basement dwellers AND English.
Because most of the stuff you see in Japanese games does actually happen.
There are people right now, in this very moment, who know Japanese AND English, wasting away waiting, hoping, praying for death.
They are in tiny rooms, containing only 1 bed, bloodstains, other-fluid stains and empty syringes.
These people paid good money in order to get a better life, and now they are living corpses.
................If someone were to offer them something they currently do not have, like:
- survival
- freedom from diseases
- food
- water
I bet they would JUMP at the opportunity to translate.
I'd say cleaning out a holding-facility would earn one a good amount of eager translators probably along with a peace-Nobel-prize.
And not just basement dwellers. There are also living onaholes.
You may wanna think they only exist in [ankoku marimokan] games. Well they do not. At least once a day in real life, at least one is getting fully amputated, boxed-in and shipped.
Imagine the amounts of gratitude when faced with NOT becoming a living onahole, instead remaining an actual person.
Earth is full of Japanese-English-speakers who COULD translate.
They probably would want to.

Personally, if I stood in front of 2 doors, a red door and a blue door, and the red door led to a small wooden crate labelled "New Home" and the blue door led to a chair and a computer screen, I would walk through the blue door.
