I really hope you're wrong because I'm getting really sick of games pulling this. You play the entire game with no consequences to having a relationship with everyone and then get smacked in the face by the choice hammer at the end...it is to me a bait and switch.
If a Dev has no plan to allow a harem then the player SHOULD face consequences for being a whore throughout...trying to have it both ways is really shitty. Honestly I've basically sworn off these kind of games because of their deceptive nature.
What you are saying is essentially wrong in my opinion.
First, there is no reason why you should face consequences sooner or later. Different stories can have consequences in different moments. If at all, although I would argue that choices without consequences are not worth choices having. But that is a different matter.
Second, before MC actually sets up in a relationship with each girl, you can expect no real "consequences" of being a whore, even in real life most people would agree that before the relationship is actually established, what you do is your own. Some would still complain, and you could have that, but it is that common for "when single, my problem".
Third, just because there are no consequences in the second you make the decision, does not mean you will not get consequences later. So any reasonable person can think for the consequences of their actions a bit longer than the rest minute, so it should in the end be the same: don't wanna be slap in the face, don't be an asshole.
I am not saying a harem is not possible here (I personally really don't see it possible, at least for now, at most some three way relationships with some characters), but there is no reason why the structure of the game cannot be heaven today, hell tomorrow. In fact, that is usually done on purpose, to make the fall feel even greater. It is what Acting Lessons essentially does, although in a different way not related to MC being a whore.
