To break it down, loli is more of a body type than anything that denotes age. Which is why it can cause a lot of problems when people are deciding what to keep and what to get rid of on this site. I believe in order for a loli to be considered inappropriate on this site, they have to fail 3 things. Age, appearance, and personality. If it looks like a kid, acts like a kid, and is age-confirmed as a kid, then it's problematic. But if it passes one of those, then people will fight to keep the game up.
Part of the issue with loli content, is the question of legality. In some jurisdictions, regardless of if there's a disclaimer that says "all characters are 18 years of age or older" or something similar; possession of those images or games with that type of content is treated as though the person possessed **********. I think the specific letter of the law is something akin to "Simulated sex with minors", but don't quote me on that.
Now, Patreon has historically been leery of such content, going so far as to force developers (regardless of the legal age of consent in their countries) to either completely remove such content from games, or severely modify it so no sexual activity can take place between the loli/shota character, an an adult.
Subscribestar takes a different approach with it, making a simple blanket statement in their guidelines/rules that says "
Don’t break the law - the international ones, the law of the state you reside in or our Terms and Conditions which is our internal law."
Their own TOC notes "To violate any international, federal, provincial or state regulations, rules, laws, or local ordinances. " is against their rules.
There in lies the problem that loli/shota game makers face. If they are in a state, or nation (those that don't differentiate by 'states') where loli content is treated like real pornographic images of minors, and this is reported to Subscribestar; by their own rules that content must either be removed, or the developer will find their project banned.
When Patreon first really started cracking down on this, some developers tried to do an 'end run' around the rules and create these 'patches' which could be downloaded and applied to the game to reactivate the loli/shota content. Patreon's response was to change their rules somewhat and apply them to all forms of the project being developed. Meaning that if they reviewed the file and found it retained the banned content, which could be bypassed with a 'patch', then it was treated as though it was always present.
Subscribestar has been more lenient about things, but just because they haven't always cracked down on something, doesn't mean they won't.
The dev here is playing a pretty dangerous game, if they wish to include loli/shota type content in the game that can simply be 'patched' in; as that would suggest the content is already present in the base game, and unless the developer lives in some place like Angola, or Nigeria where the age of consent is 11... then they are going to have a seriously difficult time making an argument that any loli/shota content isn't violating Subscribestar's own rules.
