Himiko-S definitely made a Spanish version of 4.β.16, that is a beta though and not the new 4.0 version. There's a page for it

The cheat codes linked to above are for tfpatchguy's patches, 2.5.2 or 3.0.22 versions. The 2.5.2 game currently in the opening post has przemo's patch, there's a separate (and note it has a code to turn it on) cheat mod here for that.

No all the English mods are in those 2.5.2 and (with a little more) 3.0.22 mod packs.

Not yet, the translators seem to be holding onto 3.0.22 for now, maybe until there are no more updates to 4.0, but I'm not sure.

In the 3.0.22 instructions post the game is on Workupload, and you only need MEGA for the smaller patches. There's also Drive or a torrent, but again you'd need to use MEGA to update (if you wanted) the patches for those.
