It is free. It still limits or won't let you use because of limited bandwidth.Discord is free and I don't think you need a VPN for it.
Example, I live in the US in a city of roughly 50,000, but because most times I have (with literally the only "broadband" provider), at best, ISDN speeds of 128kbps [my ISP claims download speeds of "up to 512kbps", for a mere $96 a month], I can do nothing with discord. VPN wouldn't help me.
Of course, I view some people's complaints about slow download speeds and think to myself "Oh, what I would give for speeds like they are complaining..."
Anyway, I don't know the limitations on internet in Cuba, as I've not been, but having been to a few islands in the world, and even places in the US with limited reason to invest in infrastructure, there are still limitations.
Like being banned from Steam for having to download a patch to run a game off of the DVD ROM, due to literally being unable to download the 14gb whatever Steam wanted to play a retail purchased copy of South Park Stick of Truth with no indication of Steam or Broadband being required to play, and downloading a crack, after having spend literal days dominating the phone line, to download the Steam Client, to try to play my legitimately purchased copy of a game (Collector's Edition, even, with giant plush Cartman).
When reaching otut as to my ban, I was basically told by Steam CS "LOL, get better internet". Not literally, but that was the essence of their response.
I literally am not allowed to use DIscord (I can't even create a login) due to my limited ISP, and it's not even satellite. I pity the fools on satellite where I live.
