You need to head to Angelica when you are in main story 5(I guess or you can try when in main story 4), ask her to give you the key to the ruins entrance

Actually you can't, NPC may go out of the town by themself depending on their schedule and your progression. What you saw is just an event with an NPC out of the town. To get those event, you need to improve your relation with the NPC. You may find a link to some partial walkthrough in this thread.
