Almost nothing has changed in the last 2+ years, barring new items and subraces (with a significant amount of them being added by contributors).
Innoxia is lazy, doesn't want to hire a programmer to fix or scrap his/her spaghetti code, and still makes a decent amount of money every month. No reason to change.

I remember their being a secret NPC/shop in the Shopping District that you had to input a command like with "buggy" for it to appear, but I don't remember anything that'd allow me to look for it.

Is that still in and if yes, then what's the code?

"Buggy" is still the correct command. No need to visit any npc's or whatever, just type it in during the game.

It doesn't seem like you understood what I said.
I didn't say "accessing the debug menu", I said "a secret NPC that required an input like the "buggy" command".

I remember you had to stand in one of the empty shop tiles near the piercing shop, but I don't remember what was required to input to enable the NPC.

You talking about the wolf-girl with a criminal background that you could only summon through the "buggy" menu? If so, the author pulled her off due to drama. Basically, people wanted to enslave and rape her her but the author was against it. Lorewise, listed criminals can be enslaved but the author decided to pull a "she's a criminal but nobody knows so technically she's not blacklisted" plot-armor which pissed people off.

And if you're talking about Inno's self-insert... I think that one got canned as well. It's not a good idea to write a self-insert in a porn game, especially if you're adverse to the idea of said OC being used and abused by every player in any way possible.

Another update, no closer to completing the story.
What are you talking about? Progress may be slow but at least we're moving forward. We already have some content on Elis and with this update we can finally meet Minotallys (which is the second Lilin in the game).

i kindof wish breast size was an actual measurement like penis size and height, instead of just "what cup size are you?" "like 10? 11 maybe?"

Most descriptions do translate it into standard letter cups, it's mostly just the enchanting menu that uses the raw data format.

I saw "shop" and "buggy" and kinda ignored the rest, so I suppose you're right.

If you meant Lumi, then she was removed quite some time ago. 2019? ... I think?

Hm... ah, yes. I do remember a drama involving one of them, though I wasn't aware the character was removed.
That said, do you remember their names or when they were removed?

Lumi... Lumi... Nnxx. Oh, I remember that one. 'Twas prime butthurtery from the author.

PS. It doesn't seem like she's completely removed, just the activation trigger commented out.

This word is mostly used to describe siberian mongoloids, not the dogs they managed to breed, ahahahaha, samoyed-morph.
For those unaware samoyed literally means 'self-eating' in russian.
While the history of the word sounds amusing, samoyed is a valid dog breed. And it is the only way those dogs are called.

Either way. Why someone would want to have them in the game so much they got it into main release is beyond me

What happens if you un-comment it? Does it just break considering the updates since removal?
Since compiling removes comments, I'd have to compile the thing myself with the relevant lines uncommented and I'm not that interested.
That said, considering the entire is still in the latest preview on git, the only thing missing is, in fact, that commented out debug trigger, so getting that back in should do the trick and work just fine.

Did that NPC sell or do anything interesting, or was it just drama? It doesn't seem like there's anything in game you can't get a hold of or do while using the buggy menu. Why do we want to spawn an NPC that's mostly memorable for the authors drama?

This game has a lot of things that'll make you ask that question. It's just the running order of things 'round these parts.
