If she has left, you need top start from previous save, start over, or change 2-3 codes in console to bring her back.

If you've already unlocked her dark secret, Try using remove inhibitions. You should be able to figure it out once you're in there.

IIRC, Agility is trained through samara with coin and the rooftop climb thing with Nell.

Not sure I'd try talking to her in jail. Normally that conversation is prompted the first time you talk to her in the reading room after getting roped into the investigation. If she won't tell you while in jail then you might have to clear her first.

You don't need to know that particular secret to save Primrose. It's her other secret (which isn't technically a secret) you need to figure out.
