Generally speaking, "early" versions of a new release tend to have some bugs, in case it bothers you, just download those with a letter of "d" or higher, when possible major problems tend to be solved.There are a lot of new bugs that broke stuff from what I can tell that's why I downgraded to previous version cause I suddenly couldn't do some quest that worked before.
Also, this game adjusts routes and quests more than most other sandboxes, so there's always the possibility that something you were able to do to get, say, Aletta collared, isn't working anymore or will happen way later - and will probably stay like that and not return to the original way. And yes, this can screw up old saves.
(Not meant to say your problems are invalid, just trying to explain why downgrading won't solve them. If restarting the game every new version is too much of a bother for you - for me it is - just wait out a few versions, look at the changelog whether there is something there that piques your interest, otherwise skip it. The usual approach of "download and install everything new" many of us are taking does not work as well here.)
