Yeah that's badly worded... Use your 'Phone' and choose 'Bonus Area!' -> that's the so-called 'Store'. You can buy a Goth Outfit for Amber for four coins there.

There's no outfit for Val, just one for Amber later on in the game.

Val should be in the western basement BTW.
