You get her to 10 by having drinks with her, so unless you used the cheat console you must have already done it. Have you done the cab ride with Veronica where she talks to you about Amy? If so, that event chain is done and you need to buy the newly available blindfold and cuffs at the sex shop to progress.

@BatmanCxnt I just checked and the event triggers as it should (once Amy's love is at 10 and special is at 3).
So there's no bug there.

Despite what the walkthrough says, that isn't really a progression event as it doesn't give you a special point. Look further down and you'll see another event labelled 'Progression event 12' which will give you the point.
