That file (KB2670838) is actually part of the Windows 7 updates that gets released during their Patch Tuesday (second Tuesday of the month) update cycle. Whether or not that's one of the "Optional" updates, I don't know. And that could be the case. Most usually won't look at the optional updates not realizing they need it or not. And that's probably what happened in this instance.I had the same problem with the screen resolution. Now i got it work after i installed platform update for win 7.

But in any case, both my guest and host OS have this update installed.
You can check if it's installed on your system by going into Control Panel, click the Windows Update applet, click "View update history", click "Installed Updates" and in the top right where it says, "Search installed updates", do a search for: KB2670838 and you should see it in your list if it's installed.
I just did some checking and found out that KB2670838 is not applicable to Windows 10. It was written and intended for Windows 7 and Windows Server 2008 R2 SP1 only.
