I haven't looked at your save, but quick question- did you cheat your stats up, or take some online classes? you intelligence might be too low....
I haven't used any cheats but I did take the online classes. My intellect is 15, as much as it is allowed from studying on the PC.
Have breakfast with the girls on Saturday morning (after their rooftop yoga) and she will be talked about at the table. Afterwards, advance the time to.. I think 21:00 or 22:00. Ashley and mom will be watching the news and the vigilante (Angel) will be brought up during the newscast. Then travel to any location on the map and walk home. I'd recommend taking the cab to Neon and walk home from there.
