Why not to stick to damaged outfit for the story consistence. Do you plan any new malicious events for our heroine?

The damaged outfit shouldn´t be a regular one. There will be events, where her outfit takes damage, but storywise I would say it shouldn´t be permanent.

With this intro there are quite some options - reading between the lines, she admits to do bad/evil/lewd things if necessary.
The record itself my be stolen by a hacker - blackmail option
And looking like that, I would make her a freelancing journalist, so she will be less suspicious investigating.
Maybe the game might include some elements of Selena OHA, but without the timelimit.
Well, that sounds way to ambitious for someone, who doesn´t want to work on it in near future.....

I understand combi-action's fame came from the "creep stuff", I just wish it was a bit more optional for some of us that just wanted action packed adult heroine story... other than the hard core scat and gore most of these fetish things are already really well served... I don't even mind if they are in the game files, but at least the new Hellos games starts out with asking if you want to disable them...
If you are going to make a fan made game, a lesbian biker gang would be a nice enemy... along with other gangs... If she ends up in Jail for a few days for walking home naked after defeat it would make for more immersion with female crooks to "keep her company". They could have an underground fight arena and gym as a HQ, and maby a Dyke bar for a R&R side quest for those who want some more on demand vanilla scenes... or even a straight bar for other more vanilla side scenes (on demand not necessarily story related and repeatable)...
I guess my big issue with this game and alot of others is the way rape is handled, I feel that basically every game is really quick to blackmail, peeping, or in the case of combi-action scat and urine... peeping and perving scenes really slow down alot of games... even if the heroine is supposed to be a total ass kicking bad ass, most of the game is slowed to a crawl at every opportunity by the dev, when it could be alot more action packed... and keep the blackmail and maby some of the slower stuff for later in the game as a cherry on top for when the heroine stuffers a string of defeats and is at risk of being unmasked... then close to the bad endings she gets home invaded, forced into a brothel, blackmailed into a relevant immersive corruption. It also kind of matters who is doing the blackmail, a Chad criminal boss or a nerd.
Manila Shaw has this problem too, of not enough action and too much blackmail... and plenty of times the first few action scenes the defeat scenes are tame... you can go several whole updates with buying burgers, being drugged, or meeting for coffee.
I guess I am just venting. Not trying to shit on others preferences, but is seems almost all ass kicking heroine games have similar pacing and either have a lack of balance between rough man handle battle rape and blackmail, or are balanced in the direction of blackmail, drugging, and other creep stuff. Having 90% of the game be action packed test of strength adult action would be a nice change of pace and would probably even set it apart from others in the category.

Yeah, I know about the remake, but I totally dislike the graphic style the developer is using.
But I really liked the idea of the original game. I would use it like this:
Rachel is after a suspect and has to find some clues who this person is. Lets say there are 10 clues in one "mission" and after finding half of them you can choose which person you want to chase/kill or whatever else she has in mind. So it might happen that you choose the wrong suspect and kill an innocent person which might lead to bad reputation, cops hunting you or something else.
I try to answer as short as possible...
I personally like to create some story and build up the sexual things slowly. In the beginning there should be the option to bribe somebody with money or showing some skin, but not fucking each and everything right from the beginning.
You were talking about Manila, one of the things I really dislike about this game - she is 27, a virgin and directly in the first scene she gets fucked... yeah, it is a porn game, but that is bullshit!
About the lesbian bikers, yeah, why not. I have an underground fightclub in my database, so that´s something I could possibly create.
About the blackmail, I am totally with you. Even a heroine without superpowers, like Rachel, should be blackmailed by somebody stronger or smarter, like the criminal boss you mentioned or the hacker I mentioned before. Therefore I made it possible to kill Ben, before the real blackmail starts. And if she is blackmailed by about 20 persons, like Manila, there isn´t anything special anymore about it.
If I start with the game, I will use RPG Maker MZ, but that is another problem, I don´t have much content for the engine.
But as I stated before, it is nice to have some thoughts and discussions about it, but it is not the time for me to work on it.

I guess pacing is in the eye of the beholder... I can definitely understand keeping the start of the game slower for the main story.... but the sand box crooks in the street is another thing... if she gets her ass kicked... she gets her ass kicked... not much slow about losing a fight to crooks that are going to rape her... but a sandbox mechanic is different from a main story mechanic... the sandbox crooks should be easy to beat so if she loses it's because the player is just looking to get to the good stuff outside the main story... if she is defeated as simple Rachel and not as the Green shadow there is no risk of unmasking so no main story consequences... A sand box defeat for "The green shadow" might be a bit harder to not break the story since logically the crooks would rip the mask off.. but if it's night time they might not be able to identify her in the dark on a first loss... it could even be a game mechanic where if "Green shadow" is sand box defeated 3 times for each gang that specific gang home invades her and she gets a sandbox bad end by that specific gang...
Even though I vented about blackmail and corruption... later in the game after the pace picks up a "Green Shadow unmasking" could lead to her getting corrupted and forced to work for one of the gangs or the hacker as she tries to get her freedom back... she is after all a bad ass fighter.
I know you said you have no time though, and I respect that... That's why I suggested building up the fan art library for later use.

Funny thing, when I use the superhero datapad there isn´t this information showing up. Maybe I deleted it myself, when modding the game, because I thought it won´t fit her (but I can´t really remember that and it isn´t even my style of writing) or someone else put it in later.
Valor says in the intro more than once, that she has several years of experience, did she start with 10?
Well, I will ignore this information, because she isn´t even looking like 16 and there isn´t any logic in her being that young, but thank you.

.Well, I can confirm to your that the first time I saw the age information, it was on the original game, before the modding by Lympy and you (and others, I think), so much so, I don't recall having all the information you have.
Also, I suspect you have automatically corrected in your memory some "broken English" in the introduction, to get the variant you preferred, because you disliked the 16 years old version idea - it would not be unusual.
It is not at all Valor that refers to "several years" - the reference is made only once, and in reality is not by him, and it is clearly "broken English" for "since a few (or a couple) of years", if your read everything.
Effectively Valor himself says she is not very experienced, and that he wants to send her because they need to increase the experience of the younger ones, and the other superheroes express doubts that she will be able to do it all by herself, and even call her "little girl".
All that, is very coherent with the 16 years old.
Remember in recent times in the USA they made a series (though I admit I saw only part of one episode myself) about superhero that is supposed to be around 15 at the start (though the took an address that is small, but was 18 or 19 when she started, and 21 when the series finished). And the "Teen Titans" are supeheroes, but are, as the name says, teenagers.
So, a teenager supehero is not something so extraordinary.
That said, nothing impedes you from making a game where she is older, I have an idea about something I was developing, and as I mentioned with someone (since for Rachel, I would use "his" Rachel), that game would be a few years after the Virane situation, with a Rachel in her early 20s.

I have to admit that I don´t know much about the Teen Titans, I only know that the Raven actress in the series "Titans" was 14 or 15 in the beginnning, but she is looking much younger than Rachel (funny, Raven is Rachel Roth).
The only heroine, if you can call her one, I know, that started really early is Hit-Girl from the Kick-Ass movie. She might be the only one to be 16 after several years of experience.
As a result of our conversation I would say, that Combin Ation had a pretty non-logic idea about a mature looking teen heroine, which noone uf us seems to share and I am pretty happy about any adult Rachel that will show up anywhere, wheter it is a game or just fan art.
I am not a specially big fan of superheroes, though enjoyed most of the movies of the first cycle of the "MCU", as well as the Aquaman movie., I just know about some characters that they are originally meant to be teenagers.
About Combin's logic, well, I did meet 16 years old that very physically "well developed", and honestly, when I had the possibility I did not take it because I was older and considered it wrong for me despite being legal, but in most countries 16yo (or even younger) is age of consent, and there are plenty of 16yo which have already "experience".
There was also a famous case of a USA porn actress, that after was discovered had falsified her documents to be able to start doing porn at age 16. When they tried to bring the people making the movies to court because they should have checked better (it was really her that had falsified the documents, not them), it came out she had fooled even the public authorities on giving her ID documents, so they had to drop the case.
I admit that I had originally found Rachel's physical development (boobs, to be clear) too developed for most 16 years old, but if one thinks well, she was supposed to be 160cm tall in that game, so in reality even the boobs were not that huge.
Plus, "too developed", is thinking about an adult woman with a certain size, if instead the young full adult, let's say e.g. 20, has big boobs, then even the 16 years old will probably have boobs much bigger than other girls her age.
Though I also remember reading many years ago that a lot of Japanese "hentai" (I think is the name, not sure) with sexual contents have female characters that are in high school, though not at the start of adolescence, because in theory the age of consent is higher than 16 there, but appparently many girls start having sexual experiences while still in school.
Anyway, just make her the age you want for your game, in my idea I follow Combin's canon, but since is set few years after, Rachel is anyway older, although still young (though in my idea, Rachel will not be the only character, and the others, will not come from Combin's games).
I am looking forward to play your game, I am sure it will come out much earlier than mine !

I also remember the 16 years line. It appeared either in the v1.00 or in the beta. It's been removed later. I couldn't find it in v1.01 and v1.02. Unfortunately I lost all older versions in my big hd-crash. Combin also removed several details from Agent Alona Japan Investigation and also from Survivor Sarah. As an example in Agent Alona when you reach the end of the Metro Event line, in an earlier version a guy would ask if she missed them. In later version this line has been removed. Same goes to the possibility to threaten the Principal so that she wouldn't need to have a daily underwear check in his office. Can't remember the details in Survivor Sarah, but there were similar things.
