Totally agree with you but let's blame it on the patrons instead. ICSTOR did good shit in the beginning, he used to create dope stuff.
Some of which he abandoned midway through as well, lets not forget. He didn't properly finish Incest Story 2 and neither Milf's Villa, aka the previous two games he made before Milfy City. His tendency to abandon/rush a game midway through is well documented in his past games. Sure his renders were/are nice and the writing wasn't unintelligible garbage either, but he always lacked the commitment to properly finish his games and proper and honest communication.
Yes, technically Incest Story 2 and Milf's Villa got "finished", but if you actually played the games in question, you know that he jumped from version 0.6 or 7 with IS2 to 1.0 and left a lot of stories unfinished and the main ones got incredibly rushed endings. Milf's villa was even worse, it was at 0.3 or 0.4 iirc and wasn't even halfway done when suddenly the 1.0 update came out and was laughably rushed with no semblance of continued story.
The patrons aren't to blame for his lack of work ethics or commitment to a project, that is solely on Icstor and no one else. Sure, the continued stream of money didn't help, but a good income can also be an incentive to work harder since you wanna earn that money.
