I'm sure 7zip also have the option to change file locale. No need for spam drama.
If it's too hard to figure just open 7zip through locale emulator and find the file you want to open.

The second to last post they made says they would answer questions, the newest post they made should have the answers but it hasn't been posted to kemono, and I'm not paying money to their pateron so, wait for now I guess or pay and find the answers yourself

Last I heard the dev got a new job and this slowed his work rate on games down. Plus he's the writer/artist of the legendary Monster Girl Encyclopedias, of which he's working on a volume 3 (yay!). Plus he's a perfectionist.
I doubt this is abandoned, I just think the update rate is gonna be super slow. Eh. Plenty of other h games here for me to enjoy while I wait.

The dev says it's not abandoned and they are still working on it according to a status update made a few days ago that was quoted here, above your comment, from a previous page that I somehow missed
Whether we will see an update anytime soon or at all remains to be seen, the last update was a patch made over 2 years ago

You are reading too much into it,not everyone is into "futanaris" and if the creator doesnt want to include them you have to abide by his decision.

As far as I can see, he feels a certain way towards something. Shouldn't be forced as a creator/developer to add something just because a loud minority wants it. Fan feedback is nice, but it gets to the point where you're shaping the creator's vision into your own as a person/people. That's not how it should be, you should make what you want to make as a creator, and if people don't like it, oh well, you can't appease/please everyone.
If someone isn't making the kind of stuff you want, there's plenty of other creators that will or you can just make it yourself.
It reminds me of how the Metroid fanbase got divided when Metroid prime came out. One side was the classic original style and wanted 2D games in the future, the other new side wanted prime's 3D 1st person style to be style going forward.
I was in the middle camp like a lot of other people, where I like both, and appreciate anything I can get since Metroid is/was a niche series. I seriously appreciate any kind of crump I can get with it, Nintendo thankfully decided to make a bit of a mix between both, but mostly kept to what made the series what it was, 2D.

As a futa fan myself I believe that this is HIS game and therefore he can do whatever he wants, I just want him to stop giving haters any more attention
Its not just this game, he is becoming borderline paranoid regarding futa in gnerl lately

I'm glad your reasonable unlike some people, mainly the haters you're talking about. I think it's just the same thing a lot of creators go through, wanting to appease as much people as possible, but I think that's a recipe for disaster. By trying to appease to a wider and wider audience, you start to lose the original audience you had in the first place.
Too many companies are trying to do this nowadays, especially with this "modern audience" bullshit. Fandoms used to be about appreciating the series, everyone was welcome, but too many people now want to change things to fit what they like. This in the long run effectively kills a franchise/series, I've seen it happen way too many times.
