I did everything but updating vsc 2015 because idk how to. Its not working.

You need to uninstall all the other versions first, then install
VS 2015 C++ Redistributable installed:

You must be registered to see the links

Then reinstall all the future versions and the game should then work for you

Ok, so you are using 1909 (same build I have).

Go into Settings, Advanced options. Make sure "Receive updates for other Microsoft products when you update Windows" is turned on, then do a check for updates. Restart your computer if necessary if you find any available updates after they've been installed.

Okay then follow Sycho's reccomendation as it seems to be an update you are missing somewhere
