The skilll tree is just cosmetic, you can have the same game without it, you only really need to check decisions made

Some decisions require specific forks though IIRC. Like to get into a relationship with Jen, you either need the silver tongue or the other thing. A few others have conditions like this to begin their path.

I wouldn't say it's entirely cosmetic , I recall there was once or twice I couldn't go down a certain path because of it so i ended up cheating my skill points so I could.
