She should have taken you back to the camp prior to giving the letter to the master, sadly the game has lots of bugs. Did she take you back to the camp? or you mean she doesnt help you setup, there's a workbench for that

The directions say she should help you set up camp after picking up the letter. Does this prompt come up on its own or do I have to do something?

It's the first scene in the game, kinda hard to miss unless you skip tutorial/backstory or whatever it's called.
