I think it just ties into the endings, Sagramore needs a certain amount of development for the true ending which is mainly tied to time, there is an ending that requires very low development, one with high/very high development.

The merchant areas are safe from monster encounters.

You can use the MV cheat mod, you can find it anywhere.

Where'd you find beta 0.26? Are you subscribed?
From what I read it's in the post-game/loop area you need to enable it.

Legally you cant, it is part of one of the endings, but if you use a save editor you can get it back.
