I don't believe fullscreen has been implemented yet, however most people use windowwatcher to make the window bigger.
Pokemon games look really weird on full screen and it may be just my trash computer but it runs terribly in full screen as well

Is this game finished? And, how can I set fullscreen? Even though I press "Alt Enter" nothing happens.
1. No. The next update is close to being done, but when it will be released is anyone's guess.
2. That feature was deliberately disabled because it messes with Flirting and sex illustrations. You can use the Windows Magnifier app to kind of work around it.
