"attractive" people can wear anything and still be attractive. Pick out someone you think is hot and imagine them in a clown wig, still hot - otherwise there is something wrong with you. Back in ancient Egypt women grew out their body and facial hair because it was considered beautiful. Imagine that for a time the most beautiful women in the world (cleopatra) had a mustache. Then in the 1840's you had freak shows that capitalized on abnormality as a form of entertainment and boom bearded ladies.
To further make my point, what do you think of your grandmothers haircut? I swear, people are so fickle.
To add to what you said, different people are into different things - to which every person has a minimum and a maximum of a trait they find attractive. I'll use my like for buff women as an example. My maximum is basically enough to wear you're buff and still retain a feminine appearance, with my minimum being athletic with abs (and this is just a simple description of mine, as I only thought of these off the top of my head).
I don't understand how it is possible for a human to exist who does not find this haircut utterly hideous.
And in my case, the hairstyle on the character that you described - I find it attractive because it fits the aesthetic of the character - what with her being a ex-bandit/gang-member tomboy drunkard. As I said above, everybody is different in there taste. I, for example, despise the long-ass nails most chicks have these days to the point where its a bit of a turn-off - and I'm not entirely sure why. A part of me feels its because a) having obnoxiously long nails makes it somewhat hard to do certain tasks, meaning they probably don't do much work, and/or b) how do they wipe, do they claw the shit out and just wash it in the sink or do they just let it stay there and wait to clean it out in the shower(?).
